From the Narita Airport Security Guide:

Medications, baby formula and food, and breast milk are allowed in reasonable quantities exceeding 100 ml(g) and are not required to be in the zip-top bag. Declare these items for inspection at the checkpoint.
And from the ANA website:

3.Exceptions
Medications, baby milk/foods and special dietary requirements are exempted. If there is any suspicious item, it will be subjected to selective screening.
Baby milk/foods are permitted as carry on luggage only for customers traveling with infants.
The prescription may be requested at the security checkpoint.
[Departing from/to US] *Effective from 04 AUG. 2007
Breast milk is permitted to carry on cabin, even if mothers fly without their child.
It should be presented separately at the security checkpoint.
