Note that all of the luggage storage lockers seem to be AIRSIDE. If OP is arriving from NRT, he/she must follow the connections signs after customs and checked bag drop or exit by going downstairs to the baggage claim level and then go upstairs and through TSA security to get to the luggage storage lockers at MSP.
