It's probably not something that was disseminated to the front-line people yet, especially since Apple Pay just launched yesterday and they're promoting that option as much as possible.

Generally the concept of using a PIN to complete a transaction is already firmly placed into America´s purchasing habits. In additional to using a PIN for ATM withdrawals, purchasing fuel at a pay-at-the-pump location usually requires adding a zip code to the approval process and a zip code is one digit longer than a PIN.
Probably true in countries that actually check the signature. Here, it's effectively swipe and photo ID (or swipe and no CVM) and for small transactions it doesn't even print the signature line. There's no PIN waiver for small transactions when using the chip itself, so in the US PIN
will take longer for credit transactions.
