Presumably a fire in the lav if the smoker dropped the butt into the trash bin.

I was on an MCI-ABQ flight a few years back when some guy decided to light up in the loo. We diverted to Durango where the offender was offloaded by local law enforcement. Probably an interesting phone call for bail, especially if he was connecting onward beyond ABQ...

Not sure what this has to do with exit rows though...
