Two questions:

1- Does anyone know if seat assignments made through the Delta website for Delta-coded China Airlines flights stick?

Other information: I am in Y and it appears that premium seats aren't selectable on Delta.com, although other seats are. When I try on the China Airlines website using my CI confirmation number it says that I'm not allowed to pick seats. I am SkyTeam Elite+

2- Does anyone know if it's possible to reserve Garuda Indonesia seats in advance? Unlike the CI flights referenced above, I am unable to even see a seat map.
