The Chengdu is spending a lot of money on incentives to lure flights in, but even if they were to take this strategy to the max, that still wouldn't amount to any sort of viable "hub". Tell me any proposed route, and I'm pretty sure I'll be able to give you at least 2 options that are better for transit, including PEK/SHA if the Chengdu layover is sufficiently abominable.
