Unfortunately, what Daley did appears to be 100% legal -- it was just highly unethical. The city owns the land and they had paid off what they owed to the Feds for airport construction.

The fact that it will cost $27 million to turn the place into a park and that the city has none of this money available seems to be irrelivent to the mayor. The fact that he promised NOT to do this seems to mean just as little to him.
