Generally, award availability isn't loaded on the codeshare flight number, only on the operating airline flight number.

It is strange though that Avios & Money is available on US operated flights but not AA operated (at least not this specific flight). I do remember at the launch of Avios in 2011, that Avios & Money on AA was on again/off again - it was intended to be available but had to be switched off for a while. It would be odd if it's been made available for US which will disappear into AA soon enough.
