I have made two recent BRG claims that did not show any availability on spg.com and had them approved.
Also had a similar experience recently. As there was no availability on spg.com, SPG contacted the hotel, which reached out to me directly to make the reservation. It's not shown on my online account, but I was reassured that I would get the stay credit. All I have is an email confirmation with a hotel-specific confirmation number, which should be good enough.
