Not to defend hotels that don't have a public email address, but it would require someone to check and answer the emails. If they don't have anyone designated to do that then even if they had an email address it would probably go unanswered. Is it behind the times? Of course it is. But it is another thing they would have to do.
I've twice had an issue where foreign Hiltons double charged me when I prepaid a reservation. Both times I called HHonors who relayed the issue to the hotel and both times I received an email response directly from the general managers of the hotels.
Having said that, it would be nice if all foreign properties had a contact email address. For no other purpose than customer service requests like requesting a shuttle pickup at the airport.
