I was being facetious when I said "free enterprise economy".
However, there is a need for rules and there are a lot of them in the airline industry around the world and the companies in this industry should abide by them and lobby to have them changed if they do not make sense.
We obviously have very little information on what went on between CTA and Canadian Western, and as such we are speculating. I hope that prior to issuing the order that CTA approached Canadian Western to see if they could correct this lapse in following the rules, and that the order was issued after Canadian Western declined to comply or couldn’t in a reasonable time frame. However, I suspect that the CTA found out and immediately issued the order, as opposed to working things out, or even contacting Canadian Western, as happens with a business unfriendly government organization.
