Dubai should qualify

- DXB is 15 minutes from the center of town or the beach
- the city is generally open for business every day
- cabs are plentiful and affordable (there's also Uber if you prefer cashless)
- luggage storage at the airport
- if you are connecting through Dubai on Emirates (including Economy), you may be eligible for a complimentary hotel (subject to certain conditions such as min transit time of 8 hours on most efficient connection and certain fare class)
