Assuming you have a few weeks, stop emailing and send a proper "demand letter" via certified mail to the TA's brick-and-mortar address, to the owner-proprietor if you have a name. On one page, spell out precisely what you want, given them a seven-day deadline, and say the next communication will be from your lawyer. CC your lawyer visibly for emphasis. That'll get their attention.
It sounds like too much time has passed for you to contest the credit card charge so legal action is your only real recourse, but most companies will respond to the implied threat of same.
Don't ever use a remote TA this way again. For every legit operation there are dozens of dopes operating from their kitchen tables.
