I think we can see that very easily. Thousands Standing Around and useless "random security" are two examples of gross waste of funds.

And now, Loy the Genius wants to squeeze blood from a bankrupt stone:

"TSA chief James M. Loy said he would press airlines to contribute more money but did not offer a specific plan to make up the budget shortfall."

What is so difficult about controling your spending, Admiral Loy??? You have overstaffed, partially because you continue, albeit to a lesser extent, to randomly harass travelers and you continue to engage in the equally useless and stupid Great Pointy Object Search.

Streamline your security and get your costs in line. Stop acting like you're going to keep getting all the money you ask for because you're not. Your agency has done enough financial damage to the commercial aviation industy already!
