GD is supervised by the Federal Reserve Bank of San Francisco. I had to resort to them earlier this year as well, although GD ends up giving me a refund without the intervention of Federal Reserve Bank of San Francisco. (btw: my case is totally different from yours)

I am fine that they don't want to do business with me. Even if I did play with fire (ignoring previous warnings), as a bank, it's illegal for them to deny refunds and keep the money under the law. Therefore, they are indeed BSing, unless they want to lose their banking/money transfer licence. So I just need to figure out an easy way to get back the money sooner, hopefully with some of the help from the community here. Also, telling me to suck up the costs and move on is not helpful and nasty. But since it's not your own money, I understand how easy for some people to make such comments from their moral high ground.
