This is incorrect. We have booked 3K, 4k, 5EFK in first when travelling with our three kids. If there were formal rules against it then you would only ever get 2 under 12's in F on a 747 (or 3 in a 777).
The workaround is to book your child an adult fare. I am under the impression that F fares do not have a child discount anyway so there is no reason to select a child ticket but I may be mistaken.
