OK, now we're assuming CTU is out of the mix and you will be flying Tokyo - PVG - SIN. Now you're eligible for up to 72 hours without a visa. You don't need to "apply" for anything in advance, just inform MU when you check-in in Tokyo that you will use TWOV and show them your confirmed itinerary/eticket on SQ for PVG-SIN. The Chinese Embassy told you incorrectly--anybody on TWOV whether 24 or 72 hours can leave the airport if their layover times makes it feasible to do so. There is no difference in Immigration procedure on the Chinese end for TWOV--the determinant of how much time one receives from the Immigration Officer is a function of a) passport and b) whether one stop or multiple stops inside China.
