Follow up question: Why would it matter whether ATH is a ST hub, as I'm not trying to use it as a stopover or a hub? Basically it's one end point of the open jaw.
You could probably find a discount European airline to fly between ATH & FRA cheaply.

You said you tried to add a MAD/FRA flight and the price in miles jumped. I'm not aware of any SkyTeam airline that flies MAD/FRA, so you'd have to do it via CDG or AMS, most likely, as MAD isn't a hub. That just won't work, as your oine-way routing from STL to FRA is now:
STL/JFK/MAD/AMS/FRA
or
STL/JFK/MAD/CDG/FRA
and I feel certain that those aren't legal routings.
