Advance Purchase rates are based on demand. If a hotel is experiencing high occupancy levels, there is no need to offer a discounted advance purchase rate when they can sell the room for much more. Thus the rate will be yanked and only Best Available rate will be there.

I've also seen some hotels Advance Purchase rate be the same as the Easy Cancellation rate.
