Depends on the kid. I had a card on my parents' account when I was about 15 because my mom decided I needed access to money in emergencies. I was quite responsible with it and got rid of it on my own accord when I graduated college and was able to support myself with my own income and credit cards.
Agree that there are lots of significant issues with the OP's plan.
