My question is, if I didn't have the letter, would she have denied me boarding? We weren't going to a third country - he was a citizen of both of the countries that we were travelling between. Does Air Canada have a policy about this? I found no information about an official policy on its website, and my travel agent said so too. If they had such a policy, then of course I could understand being asked for a travel consent letter, but couldn't find any information to indicate that they did, so I don't know why I was asked.
It wasn't until very recently that Japan signed the Hague Convention on this subject.
