So in total, my transit time in China is 23h40min, which is less than 24h. Will I be allowed to leave the PVG airport and enter Shanghai during the first stopover? Do I need to contact the airline in advance?

(I'm holding a Schengen passport.)
Your time in China is NOT less than 24 hours. Your scheduled arrival (PVG) is 1710 and your scheduled departure (CTU) is 2000 the next day. You cannot do TWOV on this itinerary.
