Under the old system a Silver who flew 25K miles got approximately 39K miles due to the 25% bonus if they spent $3K. Under the new system if they spend $3K they'll get 27K miles (21K for flying 6K for the spend) so they are down just 12K miles.
Under the old system a Silver who flew 25K miles got 31.25k miles for flying and 6k miles for spend = 37.25, so their net loss is only 10.25k miles (not 12k) that's a 33% reduction.
For Gold it works out to a 31% reduction so proportionately they are quite close.
