Thanks! He's made an appt with the DC office on Thursday. Another site lists a bunch of local post offices, but I suspect those are just for the photos... not sure.

If he goes on Thursday, can he get 24 hour turnaround assuming he has all the correct paperwork, photo and will pay whatever they ask?
