In theory, yes, the First/Al Safwa lounge will be open and more desirable (but the Al Mourjan lounge is VERY good). However, your status will be irrelevant. The general assumption is that the "premium" Al Mourjan/Al Safwa lounges will operate like the old Premium Terminal in that access is solely on the strength of your departing flight.

"Guests are not permitted at Qatar Airways Al Safwa and Al Mourjan lounges at Hamad International Airport in Doha or Qatar Airways Premium Lounge at London Heathrow Terminal 4"
