confused about luggage allowance on multi airline itinerary

Can anyone please help me clarify which Airlines luggage allowance will apply.

I have looked into IATA resolution 302, and US DOT requirements but am still not clear. And three different customer service reps from BA have given me three different answers.

We booked our entire trip through Qantas.

Townsville to Brisbane - qantas
Brisbane to Singapore - emirates
Sing to dubai - emirates
Dubai to Manchester - emirates

Then a months stopover in England

Manchester to London - British airways
London to Las Vegas - British airways

Then 7 days in America

Vegas to Los Angeles - qantas
L. A. To Brisbane - qantas
Brisbane to Townsville - qantas.

When IATA and US DOT talk about the itinerary, do they mean the entire itinerary, or are there three separate itinerarys broken by the longer stopovers?

Does IATA 302 apply (ie the airline who's luggage allowance applies to the entire journey) is the first international leg, ie emirates?

Or is each segment seperate and the US DOT requirements apply to the British Airways flights - meaning that BA have to give me the same luggage allowance as the marketing airline?

And if this is the case, are Qantas the marketing airline? They're who we bought the tickets from.

I think, that that's the case. BA should allow us 2x23kg bags per person which is what Qantas allow.

I phoned BA, first rep said the luggage allowance was zero bags. Second said I was right, 2x23kg bags. Third (I wanted to be sure) said 1x23kg bag.

I'm confused!

Can anyone help?
