As the Wiki states, it's not possible for you to get another Plat card for somewhere between 12 and 22 months after applying for an EXEC. But it appears from what you posted that you only have 5 credit bureau inquiries in the last 6 months, and only one Citibank app in the last 65 days. If true, you can apply for another EXEC card now, whether or not your first one is open or closed.
If you are worried about the $450 fee, it's very possible to get another EXEC card, do the $5000 spend quickly with MS, have those points post to AA, and then cancel the card without paying that fee. But you have to do it perfectly to pull that off. Read all about it:
