If the OP is asking from a perspective of cannot transit through the US at all, then just planning on not getting off in a US stop won't work as they won't be allowed to board the ship if they don't have the ability to enter the US (either through citizenship, visa, or visa waiver - with appropriate documentation).

Best to completely avoid an itinerary with the US on it at all if that is the situation.
