for example, last month a friend of mine was traveling ex-EU. BA rebooked him as his flight was full to a later flight resulting in his arrival at destination beyond 5hours of the scheduled arrival. To add to that, there is a connection in the US on the same ticket. Though he was booked in C, the connection in US was booked in Y and it was 1100 miles or about 1700km journey in Y. So would he be able to claim downgrade and delay or either one?
You've put this over with admirable concision but I fear we will need more information to be sure about this. It sounds like in broad terms an involuntary denied board, delay and downgrade all in one, so in theory you get two lots of delay/IDB compensation and one lot of downgrade compensation. The precise amounts depend on the circumstances and distances.
