You are a highly experienced BA traveller, so you must surely know by now that agents sometimes offer the best option that they are aware of, and that's not lying, that is what they see in front of them on their screens. It's up to you to use your powers of analysis, persuasion or indeed the legal process to secure a better outcome. If you think about it, even if the Amex side is correct, there's nothing to stop BA having a dialogue with Amex about this, or alternatively to offer you an equivalent voucher with a similar, or better, outcome.

You will have had plenty of e-vouchers in your time so there's no excuse for you not to understand the system by now.
I had a very extensive discussion about this one from one BA rep that truly was looking to help. He called me back after extensive talks with his superiors as obviously he also thought it was highly unfair that I would lose my Amex voucher in the process.

He went at great length explaining me that the amex voucher is a 1990's agreement that has old terms and conditions applied to them and that technically Amex has to purchase the avios from BA when you apply them and that no it can't be extended.

Obviously nothing prevents BA from giving me the equivalent in avios, but as far as an extension of that voucher it is apparently technically impossible. If this is not the case, and given the attention to details i was given then yes I would absolutely affirm that that BA rep was a liar. Not that I think he is as I actually believe him but would be highly disappointed if that was not the case.

and by the way 50% of my Amex vouchers have expired worthless so I guess i'm not that great at using them.
