That's a decently accurate statement, I find that most people are too lazy to go all the way up to the 3rd level so it's nice and quiet and private up there. Though to be fair, last time I was in there I had a terrible hangover and there wasn't an empty chair on the 2nd level other than in the TV room, so the empty 3rd level was perfect.
