Looking awfully like the same thing might be said of ofwat, ofgas, oftel.... etc. Some idea as to why we might not always see industry specific regulators act on consumer issues with as much promptness, firmness or persistence as consumers might hope for.
That's what political scientists call "regulatory capture". The problem all regulators have is that they need to some extent the cooperation of the industry to do their task properly (as they need knowledge from them) while at the same time remaining in principle independent from them. Some regulators are more robust than others, though.
