There are 2 options for baggage screening:
A) Before checkin, where passengers are available to open bags if necessary.
B) After checkin, when passengers are not available to open bags.
Security agencies might be confident that scanning alone is generally sufficient or that opening bags may be required.
It appears that there are 3 sensible combinations, which are used by every other country, and 1 incredibly stupid combination, which is about to be used by the USA.
