As a personal point of view, I've long taken the view that the CAA is not fit for purpose as a National Enforcement Body since it has to work collaboratively with airlines for all sorts of other activities (e.g. safety work). Therefore it has consistently failed to be a proper consumer advocacy body, and to the best of my knowledge it has never used its considerable powers forcefully on passengers' behalf, in respect of EU261.
Wow. A very insightful comment on the issues not just with the CAA. Looking awfully like the same thing might be said of ofwat, ofgas, oftel.... etc. Some idea as to why we might not always see industry specific regulators act on consumer issues with as much promptness, firmness or persistence as consumers might hope for.
