WAG in different states I've been to don't accept CCs for VRs since it is hard coded company wide. However, there's an alternative to VR that can be loaded to Serve like VRs with the same fee ~ Reloadit cards but they are sold mostly in grocery stores. I have not seen any WAG or CVS carry them but it doesn't mean none of them carry RLs.
Even if RLs say cash only, some grocery stores still accept CCs for them so check your stores and ask managers if they say cash only and who knows, they may allow you to buy them with CCs (as long as they are not hard coded for cash only)?
