That's not what I said. The only time that you would get a combustable mixture is when the tank is pumped "dry" (notice that "dry" is in quotes). The pumps leave some residual fuel in the tank and it takes that very low quantity of fuel, along with high temps, to produce a combustable mixutre. When there is more fuel in the tank the fuel/air mixture is too rich for combustion.
