Don't think about making money, think about creating value for your customers. Do you follow any travel blogs? If so, ask yourself why do you follow these blogs in particular and not others.

As for the technical aspect of creating a blog, you don't need to spend much money for that. Check out goDaddy, they have a 1$ per month hosting package that includes a .com domain name. To get traffic get active in relevant forums and add your website in your signature. Also do some guest posting on authority websites, create social media accounts...
