If you check the YYZ-YVR fare rules, you will often find:
THE FARE COMPONENT MUST NOT BE ON
ONE OR MORE OF THE FOLLOWING
AC FLIGHT 007
AC FLIGHT 008
AC FLIGHT 033
AC FLIGHT 034.
That language is even on the cheapest J fare (hence why 33 full-J shows up higher, because the higher full-J filing doesn't have it). AC doesn't want people to book domestic only on the through flight because it stops them from selling the through flight.
