I think you may have misread the baggage information page.

The BA allowance of one additional bag to Golds/Silvers/Emeralds/Sapphires is given to the cardholder and anyone travelling on the same booking. But this is limited to economy.

The oneworld benefit for Emeralds get one additional bag on top of the allowance. In economy, this means that in practice Emeralds have the same in economy as Sapphires (who also have the BA allowance of one additional bag).

The benefit that's now restricted to the cardholder is the waiver of the heavy bag charge.

Just for clarity - it's the Silver/Sapphire version of the benefit which is restricted to economy only.

Golds/Emeralds - it's any cabin.

(I know you made it clear in the second line - but the "gold/emerald/silver/sapphire" bit confused me so I thought I'd just clarify).
