Hertz offers a 4x4 Wrangler but at 2x the price of a National ES reservation. I know it's not guaranteed but willing to roll the dice, or even pay for UG at National if it's in the fleet there.
I've only seen Jeep Wrangler on 2 occasions, during the past year, so they do have them, just not that available as you would think.
