Canada Warns Travelers

By THE NEW YORK TIMES

TORONTO, Oct. 30 — The Canadian government issued an unusual travel advisory today, warning Canadian citizens born in Syria, Sudan, Libya, Iraq or Iran to reconsider travel plans to the United States because of a new United States law requiring that they be fingerprinted and photographed.

Ottawa has said the new policy is discriminatory, and asked that it be repealed. The advisory was also a response to the recent deportation to Syria of a Syrian-born Canadian who landed at Kennedy International Airport on his way to Canada.

The State Department said in Washington that it had no objection to the Canadian warning. The department's spokesman, Richard A. Boucher, said the warning could help smooth border crossings by informing people of the new rules.
