IME there are some hotels which lock their windows shut; but if you ask at the FD and sign a release, they'll often send someone up to unlock them.
I've never had to sign a release (maybe that's only in the US?) but I have called down and asked hotels to unlock the window before and have never been denied.
I think the worst cases are high rise hotels in India. They often have the AC cranked up to the freezing setting and when I arrive in the evening it's impossible to get the room warm again unless I open the window.
