I think your statements are an unfair reflection on the crew as they know to be quiet and considerate when in the cabin for rest (which by definition doesn't mean they have to sleep - they could eat or watch TV). Talking to a colleague or opening a blanket seem reasonable activities when taking rest.
The crew, even during rest, are still considered "on duty". So it would be unfair to compare them to paying members of a premium cabin. There have been threads here about J FA's talking loudly in the galley area, and whether they are on break or not doesn't matter; it doesn't automatically exempt them from any of their normal duties, and as long as they are wearing the uniform, they are a reflection of CX and CX service.
