I know of a Sheraton that accepts smallish dogs, but during hunting season accepts larger dogs when a special hunting rate is booked.

I've also seen Sheratons allow as many as four dogs per room.

Some hotel websites say "no larger than X pounds" and some allow exceptions.

So it's very much YMMV, perhaps with idiosyncratic local regulations thrown in. Abroad, customs and culture would play a role too.
