I think the OP is misunderstanding the policy. The way I understand it.....some Starwood hotels (I think all W Hotels) are pet friendly BUT that doesn't mean that you don't have to pay EXTRA for the pet to stay in the room when you book an award OR revenue stay. I think the justification is that the fee covers extra cleaning prior to someone else occupying the room after you leave.
