On this note, has anyone had experience changing a connecting flight to a direct one on a Z fare?

My wife was booked PEK-YVR-YYZ and they denied her onto the PEK-YYZ (even though it had lots of J cabin space) because they said it had to be through Vancouver. What's the point of free same day change if the only other option is a fail? Lost in translation moment?
