I've seen this auction and a few like it on eBay myself.

Apparently one call is to change the number to an area code that is local for you and another is to change the PIN on the account. Should be quick.

People have had some success with transferring the funds to an existing PAYG account with T-mobile but this sometimes requires you to be able to provide Date-Of-Birth of the person who originally activated service to customer service over the phone. Others have had better luck going into a store. Seems like a hassle to me but is optional.
