I have had this happen before on a CVG - YYZ route in the past which was also on a CRJ, no water in the galley or restrooms but the flight was delayed by 30-40 minutes just so some bottles of water could be delivered to the aircraft by ground staff. Thankfully it wasn't a long flight (an hour) and I didn't need to use the restroom. And we did receive bottles of water.

However, if no bottles of water were provided...I'd say that's unacceptable. CLE - MSP is also a longer route.
