I was surprised that my unsubsidized 5s that I bought at a local t-mo retail store last year came locked, but I was able to get it unlocked in 40 days. There's a checklist online for the details of what conditions you have to meet for them to do the unlock. But since you can order it online from Apple or take your chances at an Apple retail store, and have it delivered unlocked, the only reason to buy it from t-mobile unsubsidized is if they have the one you want and you can't or don't want to wait. Having been there once, I wouldn't do it that way again. Dealing with their CS for my $30 monthly plan was a bit of a hassle, it took 3 attempts to get it unlocked and I was clearly eligible. I was pleasantly surprised to learn that I didn't have to go through that again.
