The 24 hour cancellation possibility is a requirement of the US Department of Transportation. Some airlines in the US, notably American, use a 24 hour booking hold, which meets the USDOT requirements.
Needless to say, this requirement does not apply to non-US airlines, and should generally not be expected elsewhere - though some non-US airlines do offer a 24 hour cancellation period (kudos to them).
It sounds like route making the best of the mistake; more power to you. A nice rest, maybe a fish restaurant or other Istanbul treat, and you're on your way.^
